Does the legislation include proven medical liability reforms?
The question has to be addressed at two levels: federal and state laws.
The last federal health reform laws enacted in 2010 called “the Patient Protection and Affordable Care Act” (PPACA) and the “Health Care and Education Reconciliation Act of 2010” that amends the PPACA does not include medical liability reform or caps. Both laws concentrate on reducing health care cost by promoting implementation of best practices in patient safety through a program called Partnership for Patients (Healthcare.gov, 2011, April).
